Beginners, nervous drivers, people who have failed the test more than once, and drivers who need the freeway.
Adults arrive here for four reasons: they have never driven, they have failed the DMV test repeatedly, they are anxious behind the wheel, or they can drive perfectly well on surface streets and avoid the freeway entirely. All four are routine.
Between them the instructors teach in English, Spanish, Dari and Farsi.
